PNOA – Code of Conduct / PNOA行为准则

1.1 Purpose / 宗旨

The Pacific Northwest Outdoor Association (PNOA) is committed to building a safe, inclusive, welcoming, and environmentally responsible outdoor community. This Code of Conduct establishes the standards of behavior expected of all individuals participating in PNOA activities, events, online platforms, and association operations.

北美太平洋西北户外协会（PNOA）致力于打造一个安全、包容、友好且具备环保责任感的户外社群。本《行为准则》旨在明确全体人员在参与 PNOA 组织的活动、线上平台交流及协会日常运作时须共同遵守的行为标准。

1.2 Scope / 适用范围

This Code of Conduct applies to all members, activity leaders, board members, volunteers, and non-member guests across all physical events, digital communication channels, and official association business.

本准则适用于所有会员、活动领队、理事会成员、义工以及非会员嘉宾，覆盖协会组织的所有活动、线上交流渠道（如微信群、社交媒体）及官方事务。

2.1 Safety and Personal Responsibility / 第一条：安全与个人责任

Accurate Assessment / 客观评估

Members must accurately assess their physical fitness, technical skills, equipment suitability, and personal schedule against the activity itinerary before registering for any outing.

会员须在报名参加任何活动前，客观评估自身的身体素质、户外技能、装备条件，并确认个人日程与活动行程匹配。

Compliance with Leadership / 服从指挥

Participants must follow all instructions, safety rules, and decisions made by designated activity leaders. Leaders reserve full authority to alter itineraries, adjust group pacing, or deny participation for safety reasons.

参与者须严格遵守指定领队发出的安全指令及决议。出于安全考虑，领队拥有更改路线、调整行程进度或拒绝不具备条件者继续参与的最终决定权。

Group Integrity / 团队完整

Participants must remain with the designated group at all times. Bypassing checkpoints, taking unauthorized routes, or separating from the group without clear leader approval is strictly prohibited.

严禁擅自脱离队伍、走未经认可的路线或绕过集合点。未获得领队明确许可，任何人不得单独行动或私自离队。

Impairment & Park Compliance Policy / 饮酒与合规管理规范

Moderate consumption of alcohol is permitted only during non-active periods and avenues (such as social gatherings or at campsites), provided it fully complies with all applicable provincial, national, or regional park rules regarding public alcohol consumption. Impairment during active physical portions of outdoor events is strictly prohibited. Operating any vehicle under the influence of alcohol, cannabis, or illegal substances is strictly forbidden under any circumstances.

在不违反省立、国家或地方公园关于公共场所饮酒法律法规的前提下，会员可在活动休息或营地社交等非活动期间适量饮酒。在实际户外运动进行期间严禁饮酒或受酒精影响。在任何情况下，严禁酒后驾驶或受大麻及违禁药品影响驾驶车辆。

2.2 Respect, Inclusion, and Civility / 第二条：尊重、包容与文明社交

Inclusive Environment / 包容氛围

Members shall treat fellow participants, volunteers, leaders, and the general public with dignity, fairness, and mutual respect, regardless of age, background, gender, or outdoor skill level.

无论年龄、背景、性别或户外技能高低，全体成员均应以尊严、公正和相互体谅的态度对待同伴、领队、义工及社会公众。

Zero Tolerance for Harassment / 零容忍政策

Bullying, physical or verbal abuse, sexual harassment, discrimination, or personal intimidation—whether in person or across online communication channels—will not be tolerated.

严禁任何形式的霸凌、言语或肢体侮辱、性骚扰、歧视或人身威胁。此规定同样适用于线下活动与线上交流。

Constructive Communication / 建设性沟通

Disagreements regarding outdoor techniques, logistics, or association affairs must be conducted with civility and focus on issues rather than personal attacks.

对户外技巧、行程安排或协会事务存有异议时，应保持理性文明沟通，客观对事，严禁人身攻击。

2.3 Environmental Stewardship / 第三条：环境保护与无痕山林

Leave No Trace (LNT) / 无痕山林原则

All participants must adhere to Leave No Trace principles, including packing out all waste, staying on designated trails, respecting wildlife, and minimizing environmental impact.

全体参与者须严格遵守 Leave No Trace（无痕山林）准则，随身带走所有垃圾、沿指定步道行走、尊重野生动物并尽量减少对自然环境的扰动。

Public Land Preservation / 爱护公共资源

Members must comply with all local park regulations, trail usage guidelines, and environmental protection laws during group activities.

在活动期间，全体成员须严格遵守当地国家公园、省立公园及各类保护区的法律法规与步道使用守则。

2.4 Governance and Association Protection / 第四条：协会治理与权益维护

Protection of Assets / 资产保护

Association property, tools, equipment, and administrative accounts must be used responsibly and solely for approved PNOA purposes.

协会的公用物资、工具、装备及公共账号等资源，仅限用于经认可的 PNOA 官方用途，并应妥善保管。

Official Representation / 官方授权与代表

Members may not make public statements, enter contracts, or speak on behalf of PNOA without prior explicit authorization from the Board of Directors.

未经理事会事先书面授权，任何个人不得对外代表 PNOA 发表官方言论、签署合同或做出法律承诺。

Proper Channels for Disputes / 正当申诉渠道

Internal organizational disputes or governance concerns should be submitted directly to the board rather than escalated in public forums.

凡涉及协会治理、内部分歧或处理建议，应向理事会反映，避免在公共交流群或社交平台上公开放大矛盾。

3.1 Reporting Incidents / 事件举报

Any member who experiences, observes, or receives a complaint regarding a breach of this Code of Conduct is encouraged to submit a confidential report to the PNOA Board of Directors. All reports will be handled with reasonable privacy and discretion.

任何会员如亲历、目睹或收到关于违反本准则的举报，可向 PNOA 理事会提交报告。理事会将秉持保护当事人隐私与审慎客观的原则予以受理。

3.2 Review and Due Process / 审查与程序正义

Upon receipt of a formal complaint, the Board of Directors (or a designated disciplinary committee) will review the matter in accordance with the bylaws, gather information from all relevant parties, and provide the individual under review a fair opportunity to respond before a decision is finalized. Any subsequent disciplinary action will be executed in strict compliance with the bylaws.

收到正式举报后，理事会（或指定的纪律审查小组）将依据本会章程（Bylaws）进行核查，包括听取相关各方陈述，并在做出最终决定前给予被举报人合理的申诉与解释机会。任何后续纪律处分均将严格按照本会章程执行。
